Steam: AI content rules and Content Credentials
Short answer
Steam’s Content Survey asks developers to describe AI used to create content that ships with the game (pre-generated) and AI that generates content while the game runs (live-generated), including guardrails against illegal content. Valve says the answers help it review the product and help customers understand the content; disclosing does not exempt a game from Steam’s content rules.

AI content rules: what Steam says
Pre-generated content
Rule: discloseSteamworks documentation, Content Survey.
“Pre-Generated: Any kind of content that ships with your game and is consumed by players that is created with the help of AI tools during development.”
Live-generated content
Rule: discloseSame page. Live-generated means content created with the help of AI tools while the game is running.
“Live-Generated: Any kind of content created with the help of AI tools while the game is running.”
Guardrails for live-generated AI
Rule: discloseSame page.
“In addition to following the same rules as Pre-Generated AI content, this comes with an additional requirement - in the Content Survey, you'll need to tell us what kind of guardrails you're putting on your AI to ensure it's not generating illegal content.”
Use of the answers
RuleSame page.
“Your survey answers will help us review your product prior to release, and will also be used to help customers understand how the content in your game might relate to their preferences.”
Rules still apply
RuleSame page.
“A. No. Products on Steam must adhere to the content rules, regardless of whether it is disclosed in these surveys.”
If you post AI content on Steam
- Describe AI-made art, sound, text or localisation that ships with the game in the Content Survey.
- For live-generated AI, describe the guardrails against illegal content.
- Update the survey through Steam Support if the AI content changes after release.
Content Credentials (C2PA)
Steam’s documentation does not mention C2PA Content Credentials. We did not find more in the pages we read.
What is and is not documented
- The page does not show how the disclosure appears on the store page.
Check a file yourself
The Content Credentials checker reads the C2PA data in an image in your browser and shows who signed it, the generating tool and whether the signature still matches. It reads what a file declares; it does not detect AI from pixels, and a file with no credentials proves nothing either way. See why metadata gets stripped.
